CHAOS! Security operatives arrest MUPA Technical services workers at Rukungiri’s Kebisoni Seed School

Security operatives in Rukungiri district have arrested five employees of MUPA Technical Services who were caught working illegally on a building site at Kebisoni Seed Secondary School. 

Led by the Rukungiri District Internal Security Officer (DISO) Mr. Wachaya Christopher, Police and UPDF under the directive of Resident District Commissioner RDC Nsubuga Bewayo Stephen, the workers were operating at the site yet their contract expired long time ago. 

The postponed Kebisoni Seed Secondary project was given to a new contractor two weeks back, Kinombe Nyaruzinga Construction Company Limited, for the sum of Ugx. 472M.

Kinombe Nyaruzinga Construction firm was given a six-month deadline to install furniture, provide electricity, and clean the playground, among other tasks but the Company director pledged to complete the work in three months.

However, on Tuesday, July 18, 2023, while bringing construction materials to the site, Mr. Nshabire Godfrey, the new contractor, discovered that MUPA technical services employees were actively working there.

This forced him to notify district officials because two contractors are not allowed to work at the same location.

Mr. Nshabire pleaded with the accountable government officials to resolve the problems so he could complete the assigned assignment by the deadline.

In Nyeibingo Parish, Kebisoni Sub County, where the school is located, Mr. Rubagasira Patrick, the chairperson of LC1 Katenga cell, described how he was surprised to see MUPA technical services on the site but knew that the new contractor had taken over responsibility for the completion of their eagerly anticipated school for the benefit of the locals.

Residents, according to Rubagasira, are tired of seeing school buildings without any services, and they want the authorities to step in for the good of the populace.

The Rukungiri Resident District Commissioner (RDC) confirmed the arrest of the employees, whose identities were withheld, and said that they had previously been instructed to leave the property since their contract had come to an end.

According to RDC Nsubuga, the solicitor general advised district officials to locate a new contractor to complete the project, which was handed to Kinombe Nyaruzinga Construction Company Limited.

The Rukungiri Chief Administrative Officer CAO Hajji Masokoyi Wasswa wrote to MUPA technical services in April of this year to inform them that their contract had ended and they should leave the area, but they insisted on staying.

Residents are eager to use their school, therefore according to RDC, they were compelled to interfere as a matter of security and detain the MUPA technical services employees so that a new contractor could start the job.

Kebisoni Seed Secondary School was intended to be finished in a year and was contracted to MUPA technical Services Ltd. on August 29th, 2019, for the sum of UGX. 2.1 billion.
