The director of Kinombe Nyaruzinga Constructions Company Limited Mr. Godfrey Nshabiire has raised a red flag accusing the Rukungiri district finance department over delayed payment of executed projects.
Mr. Nshabiire revealed the shocking news today Tuesday 13th February 2024 while commissioning a three-classroom block at Rwamagaya Primary school in Ruhinda Sub County Rukungiri district.
The three-classroom block was officially commissioned by the Rukungiri Resident District Commissioner (RDC) Mr. Nsubuga Bewayo Stephen and the function was blessed by the chairperson LC5 Mr. Geoffrey Kyomukama, CAO Hajji Masokoyi Wasswa, Rukungiri district engineer, Ruhinda Sub County leadership, parish priest Rwamagaya among other invited guests.
During the commissioning, Mr. Godfrey Nshabiire of Kinombe Nyaruzinga Constructions Company Limited broke the startling news that he is being interrupted because of delayed payments by the finance department and in Rukungiri, it is headed by Mr. Agaba Joram as Chief Finance Officer (CFO) which sometimes disturbs him to execute his work.
The contractor claims that the three education department’s projects that have been completed are Kasheshe Primary School in Buyanja Sub County, Kyaburere Primary School in Bugangari, and the recently commissioned project at Rwamagaya Primary School but sadly, he has not been paid for any of these projects.
As contractors, Nshabiire said, they take out loans to carry out government contracts, but they question why the finance department withholds payment, allowing debts from moneylenders to mount.
However, in order for him to deliver high-quality work for the government, he requested the Rukungiri district leadership, which is composed of the RDC, CAO, and chairperson LC5, to step in and put an end to these delays.

The Chief Administrative Officer (CAO) of the Rukungiri district, Hajji Masokoyi Wasswa, apologized to Kinombe Nyaruzinga Constructions Company by saying that his employees were disturbing him.
Masokoyi also said that the RDC’s office and Chairperson LC5 would work together to resolve the matter as soon as possible so that he could carry out his excellent work.
