Parish chiefs in Nyundo Sub County have been accused of corruption, negligence of duty, and incompetence in the execution of the parish development model (PDM) project, according to the locals.
When Kyomukama Jovrine Kaliisa, the PDM National deputy coordinator, was overseeing the project’s advancement in Bukimbiri County yesterday, Irate locals voiced their concerns to her.
Her visit to the region comes days after the local MP criticized the project’s rules for not favoring the majority of the area’s poor residents.

To meet with PDM SACCO leaders and beneficiaries, Kaliisa traveled to the headquarters of the Nyundo sub county but however, her efforts were unsuccessful because, according to her, they were not mobilized.
Out of almost 7000 people, only 8 showed up.
This led to a dramatic meeting when she threatened to halt the project in the region since she thought it wasn’t being taken seriously.
However, the few attendees blamed the sub county leadership for not mobilizing.
The PDM coordinator was compelled by this to move the meeting to the Kabahunde Trading Center.

Hon. Jovrine Karisa issued a warning that any PDM supervisor who slept on the job will be jailed and arrested for violating a presidential vow.
Parish chiefs in Nyundo were pardoned by her, and she granted them till this week to identify beneficiaries and distribute funds by Thursday the next week.
She added that the community will ignore the computer system and chose its own folks to benefit from the project.

She added that any applicant might request any sum of money up to one million shillings, depending on his business plan but not by taking the lending committees’ recommendations.

Beneficiaries were discovered in the town councils of Rubuguri and Nyanamo, ready and waiting for the payments. Hon. Jovline praised the town councils’ management style and gave extension workers orders to teach them how to write business plans this week so they may start getting funding by Monday the following week.
She was lauded by the beneficiaries for reaching the ground and responding to their inquiries.
